Would I run the “server” program on one computer, and then the other program on another computer? Also would this allow for up to 4 players?

I think you could run everything on the one machine. Do you mean 4 players of the same game? No the server assigns 2 people per game. The server can support multiple games at a time though, so if you meant 4 players between 2 games then yes, and more.
